In a bid to put a stop to the senseless shooting incidents in Mampang, Arena Blanco and Talon-Talon area, Mayor Celso Lobregat yesterday proposed a unified barangay intelligence network for the 3 villages to ensure coordinative efforts on public safety.
The proposed unified BINs, he said, will allow the force multipliers to cross boundaries and ensure coordinate efforts. The BINS under the new set up will be under the operational control of the police and the military and the same will be in place until the situation is resolved.
In a message during the Peace and Order Consultative Dialogue held at the Mampang Elementary School open stage yesterday morning, Mayor Lobregat also instructed City Police OIC Director Col. Edwin de Ocampo and Task Force Zamboanga Chief Col. Santiago Baluyot to immediately task police and military intelligence officers to sit down with individual BIN members and get information related to the spate of shooting incidents in the area.
The peace dialogue was initiated by the police and the military and was attended by barangay officials of Mampang led by Jesus Dulaca; Arena Blanco led by Adim Atti and Talon-talon represented by Kagawad Berba; Tetuan Police Sub-station chief Maj. Haiwin Salvado; purok leaders, Council of Elders, leaders of public utility drivers and operators association and other representatives from the 3 barangays.
Mayor Lobregat said he will fully support whatever recommendation that Col. De Ocampo and Col. Baluyot will submit to him if only to put an end to the unresolved killings in the area. Initially, the two police officers hinted that they will recommend the stop of the intelligence networks in the 3 barangays or to change the membership so that the necessary information can be secured and pave the way for the solution of the shooting incidents.
?Necesita gayot kita el cooperation, el involvement of the community,? the mayor said. ?Maskin kwanto pulis o soldao pa kita pone aki si el comunidad hind eta coopera con el maga otoridad, nuay kosa ay pasa?.
Per information received from the police and military, Lobregat said the BIN has not given any information to authorities regarding the series of incidents that occurred in the Mampang-Arena Blanco and Talon-talon area the past weeks.
The incidents take place despite the additional police personnel that has been assigned to the area and the establishment of a mobile police station.
Mayor Lobregat also lamented that the incidents persist despite the amicable settlement of parties involved in earlier incidents.
?I want a definitive course of action within today?, the chief executive told Col. Baluyot and Col. De Ocampo, as he urged them to assign their respective intelligence officers yesterday afternoon to sit down with individual members of the BINs from the 3 barangays to get information.
He said he will act on the matter based on the findings of the intelligence officers and the recommendation of the Col. Baluyot and Col. De Ocampo. ?It is either they give information or we will stop the BINs or change the BINs.?
De Ocampo said the dialogue was initiated for it is believe to have the capacity to create a network of peace. ?The spate of shooting incidents has enveloped every barangay with fear and your cries have not gone unnoticed?.
He said the police in coordination with Task Force zamboanga and Mayor Lobregat have undertaken the necessary measures to help put an end to the incidents and yet the shootings persist.
De Ocampo said the community cooperation is very essential and necessary to end the crime incidents.
For his part, Baluyot noticed that over 20 percent of the crime incidents that happen in Zamboanga happen in the 3 barangays.
He lamented that the incidents continue to occur and yet the authorities do not get any information concerning the same even if the BINs in the 3 barangays are actively operating.
Based on studies, he said, the incidents happen because the BINs, tanods and other force multipliers are covered by the gun ban, thus, cannot carry firearms; the incidents happen under the cover of darkness; and lastly, the involvement of drugs.
