The police have sought the recommendation of District 1Representative Beng Climaco in enhancing the capability of the Zamboanga City Police Office and the provision of logistical requirements under the 2011 budget.
Climaco, who is Deputy Speaker for Mindanao said Police Regional Office-9 Director Chief Supt. Edwin Corvera and City Police Director Sr. Supt. Edwin de Ocampo have solicited her recommendation, as part of their preparations for any eventuality in the future.
In response, the lady solon said there will be personnel support through capability training, leadership enhancement and equipment provision specifically for the city police office.
The bus hostage taking incident at the Quirino Grandstand in Manila two weeks ago has uncovered the numerous weaknesses of the police not only in Manila but in other areas of the country as well.
Cong. Climaco said the need for police capability enhancement and provision of logistical requirements will help ensure better response in cases of similar Quirino incidents or other emergencies in the future.
Meanwhile, Climaco said she is one with the House of Representatives in calling on the local government unit to review of the role of the Crisis Management Committee (CMC) citing the revelation of Manila Vice Mayor Isko Moreno during the marathon hearing last Saturday that he did not know his role in the crisis management at the height of the Quirino hostage drama.
According to Climaco, the creation of CMCs is provided by the Department of Interior and Local Government but a review should be done to emphasize on the roles of each and every member and the need to come up with emergency response plans.
In cases like the Quirino hostage taking incident or the August 5 Zamboanga airport blast, Cong. Climaco said, an emergency response plan should be in place and provided for both man-made and natural disasters as well as in cases of security threats.
