Pagadian City (22 October) -- Presidential Proclamation No. 1098 declaring the month of October of every year as Consumer Welfare Month has been observed since 1997.
This observance is with the joint efforts of government agencies, such as the Department of Trade and Industry (DTI-ZDS), Department of Agriculture (DA-RFU9) City Agriculture Office (CAO) Office of the Provincial Agriculture (OPA), Office of the Provincial Veterinarian (OPVet), National Meat and Inspection Service (NMIS), Department of Health DOH), Bureau of Food and Drugs (BFAD), City Health Office (CHO), Integrated Provincial Health Office (IPHO), Department of Environment and Natural Resources (DENR), Department of Education - R9 (DepEd-R9), DepEd City, DepEd-ZDS and the consumer group sector led by the Pagadain City Consumers Association Inc. (PACCAI).
This year's theme is "Consumers: Green Multipliers". The Department of Environment and Natural Resources takes center stage this year as the lead implementing agency.
To highlight the month long celebration are the following activities:
October 1 - Holy Mass at San Jose Parish
October 5 - Federation of Consumer Group and election of officers
October 14 and 15 - Search for Cleanest Eating Places and Bakeries and Operation Timbangan at the Public Market
October 22 - Tree Planting along Tukuran highway
October 28 - Consumer Forum with resource speakers from DENR, BFAD, DOE, NTC and DTI and closing program.
The federation of the consumer groups aims to strengthen its consumer welfare advocacy in information and educational campaigns on consumer rights and responsibilities. Also the federation will have a stronger voice in recommending new policies and legislation on consumer related issues and concern. The following were elected officers of the Zamboanga del Sur Consumer Federation, to wit:

On the search for the cleanest eating places and bakeries, this activity has been institutionalized for several years and hall of famers have been declared in the past. With the recognition given to the cleanest eating establishment and bakeries, consumers are given the assurance that they are buying safe and clean food.
The Operation Timbangan is an activity that checks the weighing scales of the meat, fish, vegetable and fruit section in the public market. This is an enforcement of weights and measures and the violators are penalized. Thus, the consuming public is given the best value for their money.
With this year's theme: "Consumers: Green Multipliers" and the DENR as the lead agency in this year's celebration, a tree planting activity will be conducted with the consumer group and the different partner government agencies participating.
To conclude the month long celebration a Consumer Forum will be conducted by the Department of Trade and Industry that will tackle consumer related issues and concern. Awards and recognition for the winners of the search for the cleanest eating places and bakeries will also be given during the closing program on October 28, 2010. The successful observance of this year's Consumer Welfare Month is a joint effort of the different participating government agencies and the consumer group.
