Celso speaks before the 1st ZamPen Competitiveness Summit meeting

Mayor Celso Lobregat speaks on bringing about the positive sides of Zamboanga in order for it to rise up from the odds.

"But if you're a pessimist" he said "you concentrate on the negative side."

He said each and every Zamboangueno has a duty to bring about "the good, the positive, the best, and the beautiful of Zamboanga city."
