DAVAO CITY Aurora Rep. Edgardo Sonny Angara said he is in favor of the passage of House Bill 5311 that will establish the Davao Regional State University System (DRSUS) proposed by Davao City Rep. Isidro Ungab.
In a press conference Wednesday night at the YMCA-Davao building here, Angara explained that the philosophy behind the passage of the bill is to make the government budget for state universities intact and to pave way for quality education.
He said Ungab is in the right track and he would fully support him especially when he is elected in the Senate in the upcoming May 13 elections.
Angara, chair of the House Committee on Higher and Technical Education, said students and school administrators who are against the passage of the billneed to critically understand and appreciate the bills vital points.
His stand was in contrary to other education advocate and fellow senatorial candidate San Juan Rep. Joseph Victor JV Estrada.
Estrada found the bill to be disadvantageous to students because its reported immediate effect is tuition increase.
But Ungab explained that the bill is the product of a long study by CHED(Commission on Higher Education) and that DRSUS is intended to improve the quality of higher education in the entire region.
He said University of Southeastern Philippines, which opposed the bill, is also a product of amalgamation from the old Davao Trade School of Arts and Trade.
Regional University System is part of the reformed program of the administration for education, he said.
He said though that the bill could only be tackled by the next congress since he was so preoccupied with the Sin Tax debates.
It is actually an administration bill supported by the CHED and NEDA (National Economic Development Authority), he said.
The DRSUS shall integrate four state universities and colleges (SUCs) in the region, namely; University of Southeastern Philippines, Davao Oriental State College of Science and Technology, Southern Philippines Agribusiness and Marine and Aquatic School of Technology and the Davao del Norte State College.
Ungab said the proposed house bill aims to reduce the number of SUCs in the country so as to maximize the limited budget for SUCs. (PNA)
